The device has a scissors band which has a pivot mounting in a bearing support on the window frame. The band has a detachable connection to a scissors arm (5) which is made from flat material, and which holds the moving frame. The scissors arm has a bent retaining end (10) which grips over the rear edge (11) of a horizontal supporting plate (9) on the band. It is connected to the plate by an eccentric clamping cam (13) which has a rotary mounting on the scissors arm in front of the front edge (12) of the plate. When it is rotated, the eccentric circumferential surface (18a,24a) of the cam presses against the front edge of the plate, and its eccentric retaining cam (18) engages under a projection (19) on this edge.
