PROBLEM TO BE SOLVED: To attain a smooth system operation by enabling the operation while fixing a console window at the time of maintenance, etc., by exclusively controlling dynamic switching concerning the console window. SOLUTION: A console window input/output switching means 12 changes the input/output request of user to a console into input/output request to the console window designated by the user. When exclusively executing the console input/output request, corresponding to a console input/output excluding request issued from the user, a console window input/output exclusive control means 14 is integrated into console input/output processing. A console window identifier and a group identifier concerning the program, that issues the console window excluding request, are recorded in a console window input/output control table 15 by the console window input/output exclusive control means 14 and the input/output from the user concerning the console window is exclusively controlled.
