<p>PROBLEM TO BE SOLVED: To conduct high efficiency coding/decoding with less deterioration at the time of coding/decoding, responding to plural kinds of aspect ratios of picture elements irrespective of the use of a common medium format. SOLUTION: A video signal consisting of picture elements of 480×720 in longitudinal and lateral directions is received at an input terminal 101 and the signal is given to a low pass filter 102, in which the frequency band is limited and an interleave section 103 interleaves the picture elements at a rate of one picture element in 9 picture elements in the horizontal direction. Then an insert section 104 inserts picture elements the same as those just preceding state at a rate of one picture element in 8 picture elements to convert the video signal into a video signal consisting of picture elements of 480×720 in longitudinal and lateral directions. A switch 150 selects the video signal or an input video signal depending on applications and the selected video signal is compressed by a compression section 106. The witch 105 selects the signal from the insert section 104 in the case of displaying picture elements whose aspect ratio is 1:1 for a computer and selects the input video signal in the case of displaying picture elements whose aspect ratio is 9:8 for a general video equipment.</p> |
