PROBLEM TO BE SOLVED: To prevent the centralization of transmission in executing transmission to a host device by the initiative of a terminal equipment. SOLUTION: A cental controller 31 compares a transmission time read from a hard disk 33 and a present time clocked by an electronic timer 34 with each other. When it is the transmission time judging from the result, the cental controller 31 calls an information center 1 through a public line network 5 to transmit a password. Then OK of the password is transmitted from the information center 1 and connection is completed.
