摘要 PROBLEM TO BE SOLVED: To obtain a motion vector with high precision in the unit of a fraction picture element unit from a motion evaluation value at a position below a picture element obtained from a motion evaluation value of a picture element position through the use of classification adaptive processing. SOLUTION: A motion evaluation value d10 of a picture element position is fed to a classification section 12 and a prediction arithmetic section 14. The classification section 12 classifies the evaluation value d10 based on a pattern of level distribution of the motion evaluation value d10. The class is fed to a prediction coefficient ROM 13 as a class d11. The prediction coefficient ROM 13 reads a prediction coefficient corresponding to the class d11 and gives it to a predict arithmetic section 14 as a coefficient d12. The predict arithmetic section 14 generates a motion evaluation value d13 of a position in the unit of fraction picture element with a linear combination equation based on the prediction coefficient d12 and the motion evaluation value d10.
