PROBLEM TO BE SOLVED: To relieve the load of a computing element by obtaining a product between a quantization matrix and a full quantization step size for a time zone with less processing information amount so as to select a proper product among the multiplication results obtained in advance for a time band requiring the calculation thereby using the selected value for the calculation. SOLUTION: An embodiment of a decoder 21 decoding an original image from data coded (compressed) based on the standard of MPEG2(Moving Picture Experts Group 2) is illustrated. The decoder 21 is made up of a buffer circuit 22, a VLD(Variable length Decoding) circuit 23, an inverse quantization circuit 24, an ICDT(Inverse Cosine Discrete Transformation) circuit 25 or the like. The inverse quantization circuit 24 receives quantization data given in pairs of (run and level) from the VLD circuit 23 to convert the data into a DCT coefficient.
