PROBLEM TO BE SOLVED: To enhance the reduction rate of transmitted data by using variable length code tables different from each other with high code gain depending on the presence of an object in a unit block being divisions of each macro. SOLUTION: An object is in existence in all unit blocks Y1, Y2, Y3, Y4 of four macro blocks MB1, MB2, MB3, MB4. In the block MB2, the object is in existence in all unit blocks Y1-Y4, and in the block MB3, the object is in existence only in a 2nd unit block Y2, and the object is in existence only in 1st and end blocks Y1, Y2 in the block MB4. Since the object is selectively in existence in each unit block in each macro block, the coding gain is enhanced by applying a different variable length code table to each case and the data reduction efficiency is increased. |
