PROBLEM TO BE SOLVED: To correctly perform a decoding even when the packets of digital broadcasting signals are repeatedly recorded/reproduced between different devices. SOLUTION: A header imparting circuit 18 imparts and sets a flag for PCR (program clock reference) discrimination in the header of the packet having a PCR among the desired reception packets separated by a demultiplexer 13 based on the output of a flag setting circuit 16. A PCR extraction circuit 22 detects a flag for PCR discrimination from an input packet, extracts the PCR, supplies this PCR to a 27MHzPLL 23 and generates the synchronizing signal 27MHz in the time reference at which the system clock and the frequency at the time of an encode are matched. A recording processing circuit 24 records the packet supplied from a reception terminal equipment 10 to a digital I/F (interface) circuit 21 on a magnetic tape 26 by the rotation head mounted on a rotation drum 25.
