PROBLEM TO BE SOLVED: To provide an AC type plasma display panel in which operation characteristics are stable, drive at a low voltage is possible, and life characteristics are improved. SOLUTION: In an AC type plasma display panel which has a front plate of such a structure as electrodes 4, 5 formed on a substrate 1 are covered with a dielectric layer 6 so as to insulate from gas discharge space, and further on the dielectric layer 6 a magnesium oxide layer 7 is formed as a surface layer, the size of an irregular part on the surface of the magnesium oxide layer 7 is set to 100Åor less. As forming a discharge field between a deposition source and a substrate 1, the magnesium oxide film 7 is formed by an ion plating method by which a film is formed under such conditions as the electron temperature of the discharge field is 5.0eV or more, and electron density is 3.0×10<11> cm<-3> or more.
