<p>PROBLEM TO BE SOLVED: To inexpensively destruct a catalyst converter for a car within a short time by transmitting high energy pulses to an electrode device arranged in a liquid to generate pressure pulses and transmitting the pressure pulses to a metal casing through a flexible acoustic transmission film to destruct the material in the metal casing. SOLUTION: A storage battery is arranged in an energy source 6 to be charged through a DC power supply to allow the electrode device 5 in a liquid 9 to discharge through a switching spark gap to form a high, density layer in the liquid 9 and pressure pulses are generated in an acoustic transmission film 7. The pressure pulses are directly transmitted to an acting space 1 or a metal casing 3 including material 4 to be destroyed through a liquid 2 to apply pressure and tensile stress to the metal casing 3 and the material 4 to be destroyed.
