PROBLEM TO BE SOLVED: To make it possible to continuously coat rail surfaces while traveling on rails and to improve the workability of coating intended to suppress temp. rise of the rail surfaces of railroads, etc., by mounting a surface preparation device and a coating device in a truck which travels on the rails. SOLUTION: The black skin scale existing in the initial period of laying and relatively easily peelable loose scale coexist on the surfaces of the coating applied points of the existing rails. In order to remove such loose scale, a surface preparation method by CO2 blasting is adopted, by which the loose rust on the rail surfaces and the oil-components lightly sticking thereto necessary are efficiently removed as a pretreatment for coating. Namely, the surface preparation is first executed by ejecting dry ice pellets from a blast nozzle head 5 while the truck 2 placed on the rails 1 is moved at a specified speed in the case the flank regions of the rails 1 are coated. Next, the coating material is sprayed from a coating nozzle 6 to the surface treated parts, by which the coating to about 50 to 150μm thickness is executed.
