VBR VIDEO ENCODING SYSTEM

摘要

PROBLEM TO BE SOLVED: To enhance VBR service without deteriorating service quality by permitting an encoding system to control the occupation level of a buffer. SOLUTION: A variable bit rata(VBR) video encoder 10 includes a quantization equipment control part 12, a usage parameter control(UPC) monitor 14 and a VBR encoder 16. The UPC monitor 14 receives an input video encoding specification and frame size information from the VBR encoder 16. Based on this, encoding band width is re-negotiated between the VBR video encoder 10 and an ATM network with an ATM network interface card 20.
