An intermittently operating form tool has first recesses for moulding the containers (3). The base sheet is guided in steps through the form tool. An exhaust roller (5) places the covering sheet (1) onto the base sheet (2). The base sheet is guided round the exhaust roller which has second recesses (6) into which fit the containers while being deflected. The distance between the second recesses in the exhaust roller peripheral direction is at least partly greater than the space between the first recesses in the base sheet progress through the form tool. A control adjusts the length of the sections of base sheet passing through the form tool in relation to the position of the covering sheet in relation to the base sheet.
