The cement complex panel is produced by (a) distributing carbon fibers to a soluble medium containing inorganic powder and cement, condensed by a surfactant and dried to obtain the modified carbon fiber which is covered with cement particles(b) by mixing metal salt and interface binder with water where pulp is released to distribute in a uniform way, (c) adding the modified carbon fiber, cement and packing agent to the released pulp, condense, dehydrate and producing the cement panel by a molding machine.
