A counter plate 100 is provided as a receiving surface opposite a cutting die 50 in a die-cutting machine for stamping sheet material into a predetermined shape and making ruled lines thereon by using the cutting die 50 on which cutting blades 52 and rulings 53 are fixed. The overall counter plate 100 is made of a thin steel plate and has edge-bearing portions 102 formed on portions corresponding to the cutting blades 52 by hardening using laser beam irradiation, and hollows 101 formed on portions corresponding to the rulings 53.
