PROBLEM TO BE SOLVED: To provide a core construction in which magnetic flux can effectively be utilized, to be easily able to wind a primary coil and to have a constitution which can minimally and easily be manufactured. SOLUTION: An inner core 10 is formed by a cylinder member 11 with magnetic body having expanded section parts at both terminal parts and wiring member 12 with magnetic body contained in the inner space of the cylinder. A primary coil is wound between the expanded section parts of the both terminal parts and a second coil is wound as the primary coil at least being surrounded. The inner core 10, the primary and secondary coil are contained in an outer core 30. The cylinder member 11 is formed as a plate with magnetic body having a U shape of horizontal view being wound as a spiral shape as wound layers to be formed at the both terminal parts and the wound layers to be constituted of the expanded section parts.
