A resource securement managing section 6, in advance of executing a program to be actuated by a program control statement 14, manages the processing to distribute a required plurality of program-used resources 15 into a plurality of processes for securing in parallel. A resource release managing section 7 manages the processing to distribute a plurality of program-used resources 15 whose use has been completed into a plurality of processes for releasing in parallel.
