A set data arithmetic means 8 discriminates the presence or absence of the passing of the object to be detected based on whether the ratio of the maximum value and minimum value stored in the peak value storage means 7 is larger than a prescribed value or not. When the passing of the object to be detected does not exist, set data is set so as not to detect a background and the set data is stored in a set data storage means 9. When the passing of the object to be detected exists, the set data is set between the maximum value and the minimum value and the set data is stored in the set data storage means 9.
