The extracting apparatus consists of a first and a third delaying means delay pixel data of a previous frame by a predetermined period; a pixel interpolating means combines the delayed pixel data from the first and the third delaying means and the pixel data of the previous frame to work out at least more than one interpolation pixel data positioned between the two pixels; a fourth delaying means delaying the pixel data of the present frame generates the pixel data of the present frame arranged in square; a plurality of average deviation detecting means subtracts the interpolation pixel data of the pixel interpolating means from the present pixel data of the fourth delaying means to work out an average difference component with respect to the pixel data of the present frame; a comparing means compares the average difference component with the plurality of the average deviation detecting means to detect movement quantity of the image.
