The bit stream compression apparatus of the present invention is comprised of the structure, wherein a discrete cosine transforming part(100) discrete-cosine-transforms(DCT) to output to a quantization part(110); the quantization part(110) quantizing a transform coefficient by a quantization step size parameter(QP) provided from a controlling part(160) and outputting the same; the quantized data being passed over a row-length-coding part(120) and a variable-length-coding part(130) to be processed as the general row-length-code and variable-length-code; the bit stream data output from the variable-length-coding part(130) being input to a recompressing part(140) to be compressed again; a first through a fourth file compressing part of the recompressing part(140) varying data quantity transmitted to a reception terminal according to a bit stream data compression rate obtained by the file compressions performed respectively.
