PROBLEM TO BE SOLVED: To provide the scrambler by which no image quality deterioration is caused even onto an analog VTR having jitter and a reproduced image. SOLUTION: A digital video signal subject to A/D converter at modulation is alternately stored in a line memory 1-303 or a line memory 2-304, and the video signal is read from the line memories in the forward order or reverse order depending on a random number generated by a random number generator 307 and the scrambled analog video signal is outputted from a D/A converter 308. In the case of descrambling, the digital video signal from an A/D converter 402 is stores sequentially in a line memory 1-403 or a line memory 2-404, and when the video signal is read, the video signal is read in the order of forward or reverse the same order in the case of scrambling based on a random number from a random number generator 407 and the analog video signal is restored via a D/A converter 408.
