PROBLEM TO BE SOLVED: To minimize the number of boilers to be in service and simplify the control of their operation. SOLUTION: A combustion control unit 51 and a package control unit 52 are provided in a number of unit-control area 5. The former is designed to output commands to an individual control area of each boiler so as to operate in conformity with the increase and decrease in loads in the order of the operation states of the boilers, for example, stop→low combustion→high combustion or to change the operation state of the boilers in the opposite direction while the latter is designed to output similar commands so as to start the purge of a boiler in the next order when a boiler in a preceding order is changed to low combustion or high combustion. This construction makes it possible to eliminate the need for the presence of a low combustion boiler since there stands by a boiler which has finished the purge when a new boiler is to be ignited. As a result, the number of boilers to be operated is minimized, which makes it possible to simplify control and maximize the operation efficiency of boilers during operation time.
