PROBLEM TO BE SOLVED: To effectively and efficiently evaluate the danger of a process by generating a deanger scenario for expressing driving idea topology based on the integration of event-operation linkage units with respective function incomplete modes as origins. SOLUTION: An event/operation linkage input means 4 inputs the event- operation linkage units for respective occuring generation events so as to express the response relation of the generation events and driving operations in the process. An event-operation linkage question guide storage means 5 presents a generation event recognition means, a generation event recovery operation and the generation event possible to occur successively in an interactive basis for each input of the linkage unit and an event-operation linkage unit integration generation means 6 forms the integration from the event- operation linkage units. A danger scenario generation function 7 turns the respective function incomplete modes to the origins and generates the danger scenario for expressing the overall causal linkage relation (driving idea topology) of the function incomplete modes, the generation events and the driving operations in the process.
