<p>PROBLEM TO BE SOLVED: To execute congestion control quickly and surely by applying coordinate rate control to all connections contained by a congestion link. SOLUTION: When occurrence of congestion is detected in a link 35 by a congestion detection section of an exchange node sw2, a congestion notice section refers to a connection information table to calculate an active connection number Nvc, and the Nvc is used to divide an available bit rate enable band thereby calculating an explicit rate ER. Then the notice section commands the ER as a transmission rate to transmission terminals #1,ξ2 of active connection and sends congestion notices 41-43 commanding a minithum warrant rate MCR to a transmission terminal #3 of an inactive connection as an initializing rate simultaneously.</p> |
