PROBLEM TO BE SOLVED: To realize data transmission with high security with respect to a data transmission system suitable for a transfer system of the MPEG standard stream. SOLUTION: A PTS (time management information of a reproduction output) whose value is not definite is fed by each stream of packet data part being an object of scramble to a random number generator 24 of a scramble circuit 23 as an initial value and the PTS is fed to a random number generator 32 of a descramble circuit 31 as an initial value by each stream of packet data part to be scrambled.
