PROBLEM TO BE SOLVED: To obtain an output voltage faithfully regardless of the amplitude of a voltage instruction value with a simple process by a method wherein a selected carrier signal is subjected to PWM by a voltage instruction to control switching devices. SOLUTION: A carrier signal selector 9 selects the outputs of carrier signal generators 7 and 8 in accordance with a discrimination signal SC from a voltage level discriminator 6 and outputs carrier signals car1 and car2. Comparators 41 and 42 generate switching signals gp and gn in accordance with a voltage instruction A sin θ from a voltage instruction generator 5 and the the carrier signals car1 and car2 from the carrier signal selector 9. A gate signal generator 43 generates and outputs gate signals of the switching devices 11-20 of a phase-U in accordance with the switching signals gp and gn.
