PROBLEM TO BE SOLVED: To execute a rule evaluation step fast and eliminate the need for large-scale hardware by enabling a fuzzy theory system to make a choice between a variable format rule base and a fixed format rule base. SOLUTION: Of the digital data processor 10 which performs a fuzzy rule evaluating process, an instruction decoding theory part 18 decodes a rule evaluation instruction. An execution part 14 decides which of the fixed format rule base and variable format rule base is user for this evaluating instruction, and processes the rule evaluation instruction by using the fixed format rule base when it is decided that the fixed format rule base is used by the rule evaluation instruction. When it is decided that the variable format rule base is used, on the other hand, the rule evaluation instruction is processed by using the variable format rule base.
