PROBLEM TO BE SOLVED: To prevent adverse effect of connection set/open at copying onto other connection. SOLUTION: The cell copy circuit stores an input cell to a buffer 12, a cop number extract section 11 obtains a copy number from a table 1, the buffer 12 is read for plural number of times and the obtained cells are given to a header conversion section 14, where header conversion is conducted. In this case, the table 2 is referenced to obtain an access order corresponding to the copy number and a table 3 is referenced according to the access order and an input VCI is converted into a VCI for each copy number and the cell is sent to plural different connection destinations on a same path. Furthermore, when a new connection destination of a cell in the same input VCI is added, the copy number corresponding to the input VCI in the table 1 is revised and the copy number corresponding to the new connection destination is added to a tail end of access order in the table 2 and an output VCI corresponding to the copy number is added to the table 3.
