An aural signal storage part 7 transmits the aural signal received from a voice input part 101 and stored therein during the selection of the voice coding method to a voice coding part 8. The voice coding part 8 codes the voice by the voice coding method, a multiplexing part 105 multiplexes the coded aural signal and the coded image signal, and a circuit interface part 106 transmits the data.
