PROBLEM TO BE SOLVED: To satisfy electric characteristics required for a charge roller and to decrease charge noise induced by the AC component applied on the charge roller while maintaining smoothness of the roller surface. SOLUTION: This roller (A) is used by bringing into contact with a photoreceptor of a copying machine or a printer which uses an electrophotographic method. The roller is produced by forming a conductive elastic layer having <=55 deg. ASKER C-class hardness, preferably <=50 deg., at least around the outer surface of a metal shaft 1 and further forming a protective layer 3 as the outermost layer which is to be in contact with a photoreceptor by using a heat shrinkable tube. The conductive elastic layer 2 may be a foamed body and has 10<6> -10<10>Ω.cm volume resistivity. The protective layer 3 is preferably a polyolefin heat-shrinkable tube having 10<6> -10<11>Ω.cm volume resistivity and 150-500μm thickness after shrunk. By applying a fine powder or forming a coating resin layer having no adhesion property between the conductive elastic layer 2 and the protective layer 3, the axial body can be easily inserted into the head-shrinkable tube.
