PROBLEM TO BE SOLVED: To make it possible to pour sufficiently lowered temperature water in an underwater chilled water zone by providing a chilled water tank and a cooling tower, storing ground water after using it as a warm heat source in a chilled water tank in winter, and supplying the water of the chilled water tank to the tower at night to cool it with cold air at night. SOLUTION: In winter, warm ground water is pumped from an underground warm water zone 1 by a lift pump 2, and once stored in the warm water tank 4 of the basement part of a building 3. The operation of the pump 2 is conducted by low-cost midnight power service at night, the tank 4 is insulated by a heat insulator, and the water temperature is held for a long time.
