With the first and second clutches(31,32) moved, a brake(21) is released to open a water gate, the gate descends by self-weight. Accordingly the moving stand(400) descends rotating sprocket(85). Corresponding to the rotation of sprocket(35), the sixth, the fifth and the fourth gears(33,32,12) are in turn rotating, leading the axis(13) to rotate. Subsequently during descent of the water gate, the force by the self-weight is directly fed to the fixed gear(23), the fixed gear is rotated by the self-weight.
