PROBLEM TO BE SOLVED: To make it possible to produce water-disintegrable paper which is usable in the same manner as for general toilet paper, has excellent water- disintegrability, wiping characteristic, touch to the skin, etc., and is not degraded in paper power at a low cost without requiring special containers and packages. SOLUTION: This paper contains >=1 kinds of components among glycerol, diglycerol, polyethylene glycol having an average mol.wt. of a prescribed range, sorbit, propylene glycol, 1,3-butylene glycol, glycine betaine, pyrrolidonecarboxylic acid, pyrrolidonecarboxylic salt, melthitol, and sodium lactate as a moisture retaining agent and >=1 kinds of components among sodium carboxymethyl cellulose, starch, modified starch, gua gum, polyvinyl alcohol and polyacrylamide as a dry paper power intensifying agent in water- disintegrable raw paper.
