The pulp raw bundle is formed from the pulp raw material which is scratched, shaken off by non-waven fiber raw bundle(1) whose component is viscous rayon and natural pulp material and crushed as fine powder, and then is cohered pulp raw bundle by an adhesive(3). At first, natural pulp material forms primary-processing and uses tissue raw bundle formed in the style like tissue paper as the pulp raw bundle. Without processing natural pulp material, tissue raw bundle forming in the style like tissue paper by primary-processing natural pulp material is substituted for pulp raw bundle, initial facility investment cost is minimized to be used as the exceptional resource for industrial use.
