PROBLEM TO BE SOLVED: To obtain a thermosetting flame-retardant form compsn. of an org.-inorg. hybrid type which is lightweight and excellent in mechanical strengths, water resistance and flame retardance by simultaneously mixing and reacting a specific aq. polyfunctional aminoplast resin precursor soln., an org. polyisocyanate, and a specific inorg. aggregate powder in the presence of a urethanizing catalyst, a foam stabilizer, and water. SOLUTION: This foam compsn. is obtd. by simultaneously mixing and reacting 100 pts.wt. org. component comprising 39-98wt.% (based on the effective resin component) aq. soln. of a di-β-triazine-type polyfunctional aminoplast resin precursor which contains a monomer formed by the addition reaction of formaldehyde to a polyamino compd. conts. cyclohexanedicaeboguanamine or which contains a precondensate of the monomer, 19.98-60wt.% org. polyisocyanate, 0.01-3wt.% tert. amine urethanixzing catalyst, and 0.01-5wt.% silicone foam stabilizer and/or anionic surfactant foam stabilizer with 70-850 pts.wt. hydraulic inorg. aggregate selected from among anhydrous gipsum, hemihydrate gipsum, etc., in the presence of water in an amt. of 50-200mol% of that required theoretically fir hardening the aggregate.
