PROBLEM TO BE SOLVED: To open and close a shutter by an opening/closing transmitting means in a state that it is not in contact with a packing film or a matter to be packed, by making a bag-making cylindrical body have a single structure. SOLUTION: In between an outer peripheral face 1a and an inner peripheral face 1b of a bag-making cylindrical body 1, an opening/closing transmitting means 4 is arranged in a reciprocating manner, so that a power from a driving means 3 is transmitted to a shutter 2 in a state that a packing film A which passes the outside of the bag-making cylindrical body 1, a matter to be packed B which passes the inside of the bag-making cylindrical body 1, and the opening/ closing transmitting means 4 do not come into contact with each other so as to open and close the shutter 2.
