PROBLEM TO BE SOLVED: To produce an ion exchange membrane having good durability even in use at high temperatures or use under severe conditions so as to be brought into contact with an acid or an alkali or an organic solvent. SOLUTION: A mixture comprising a monomer having a functional group capable of introducing an ion exchange group thereinto or the ion exchange group, a cross-linking agent, a radical polymerization initiator and a powder of an ethylene-α-unsaturated carboxylic acid copolymer having 1-20wt.% content of monomer units based on theα-unsaturated carboxylic acid, preferably a powder of an ethylene-acrylic acid copolymer is made to stick to a reinforcing substrate made of a polyolefin, then polymerized and the ion exchange group, as necessary, is further introduced thereinto to produce the ion exchange membrane.
