PROBLEM TO BE SOLVED: To obtain pre-shaving paper powder capable of making excellent sliding of an electric shaver and improving shaving effect. SOLUTION: This pre-shaving paper powder is obtained by peelably attaching spherical powder having 1-50μm radius and 0.92 <= spheroidicity >= 1 on the surface of a substrate is an aerial density of 1-20g/m<2> . Preferably, the substrate has paper-like shape and is formed by using fibers such as Manila hemp or synthetic pulp as a pulp raw material. The spherical powder is formed by a well-known method, using a nylon, etc., having 1-5 Mohs' hardness and coating a mixture of a binder, a dispersant and water on the base plate. When shaving is performed by using an electric shaver, the spherical powder can be applied on the skin of a face and sebum is absorbed in the substrate by coating the powder on the skin of the face. And, use feeling can also be made good without inducing clogging of the electric shaver.
