PROBLEM TO BE SOLVED: To provide a rubber plate for a road having excellent slip resisting performance even during freezing of a road in a winter season and during a wet time and to provide excellent performance by using the rubber plate for a road. SOLUTION: Fine ribs 12 are formed on a surface. It is preferable that the fine rib has the width of a top being 5μm-2.0mm, a height of 5μm-3.0mm, and a distance between the adjoining ribs being 5μm-1.5mm. It is desirable that the arrangement direction of the fine rib parallels the running direction of a vehicle. Further, it is preferable that a rubber material of which a rubber plate is formed is a fiber composite material wherein short fibers are mixed in a rubber matrix or a foamed rubber material and a foamed fiber composite material.
