A circuit which adaptively selects an inter/intra VLC table in a variable length coder is disclosed. In the circuit, an inter/intra selecting section(302) outputs a selecting signal according to an inter/intra mode coding. When the inter/intra selecting section(302) discriminates an inter mode coding, a first switch(301) selects an MPEG-1 table(303). A parameter judgement section(305) judges a sampling parameter converted according to a transmission buffer state.
