A reader 6 set in the vicinity of the personal computer 1 reads ID information by a radio transmission/reception means of this reader and that of the wireless IC card 7 and is collated with preliminarily stored ID information by the personal computer 1; and when they match with each other, the use of the personal computer is permitted.
