PROBLEM TO BE SOLVED: To provide a continuous surface treatment method for obtaining a film having directivity, such as metallic foil reflection plate for a liquid crystal display device. SOLUTION: This surface treatment method comprises subjecting the long-sized film 1 to the surface treatment by determining the ratio RV=VR/VF so as to satisfy the equation RV>=2.57θ0 -0.0125θ0 <2> where the transporting speed of the long-sized film is defined as VF and the surface treatment speed thereof as VR at the time of subjecting the long-sized film to a rubbing treatment in the direction forming a prescribed angle with the transporting direction of the film. This process for producing the polarizing plate with the reflection plate comprises sticking the tacky adhesive sheet of the polarizing plate to the metallic foil reflection plate obtd. by forming hairlines on the surface of the long-sized metallic foil by controlling the angle at which a rubbing roll 2 is arranged with respect to the longitudinal direction of the long-sized metallic foil and the circumferential speed of this rubbing roll 2 according to the angle with respect to the longitudinal direction of the metallic foil of the hairlines to be formed.
