PROBLEM TO BE SOLVED: To spread a secondary battery by trying it to be usable easily at low cost without need of charging the secondary battery by a user himself similarly to a primary battery. SOLUTION: Plural battery charge processing devices 1 are connected through communication lines 3 to a common control device 2. After a card registered is inserted into the battery charge processing device 1, a discharged secondary battery is inserted, then card information and battery information are read, and a charged battery of the same sort is discharged. A charge for it is memorized in the control device 2 with utilization history, and a detailed statement of utilization is issued for every specified period. The inserted uncharged battery is charged inside the battery charge processing device 1 to be stocked, and the battery which is already impossible to be charged is recovered to a stocker for disposal. Though control of this system is performed by the control device 2, it is possible that all is performed inside the battery charge processing device 1, in which case it is solely installed.
