PROBLEM TO BE SOLVED: To attain efficient management by identifying a communication application with respect to a communication opposite terminal equipment for each traffic characteristic in the case that the communication application located at a higher layer of an open system interconnection OSI model is used. SOLUTION: Identification information of a communication opposite terminal equipment referenced at start of a communication application and specific information of the communication application corresponding to each communicatoin opposite terminal equipment are stored in a system memory 102. When an ATM(asynchronous transfer mode)-NTC(network interface card) 103 generates an ATM cell header, art (L-m) bit area (m is a natural number smaller than L) in an L-bit (L is a natural number) area referenced by a relay ATM switch is assigned to destination information of 24<(> L<-> M<)> -sets of transfer object, data and the m-bit area is assigned as specific information of the communication application corresponding to each destination information and 2 kinds of traffic characteristic information are corresponded to each communication application.
