PROBLEM TO BE SOLVED: To execute an acculate action for the safeness of working in a non- monitored state by surely judging whether or not a working vehicle is monitored by a monitoring person. SOLUTION: A working vehicle traveling in the working field F of a prescribed range is provided with a working vehicle side reception station I1 for receiving a satellite signal from a GPS satellite and a vehicle position detecting means for detecting the current position of the vehicle V based on the received information. A ground side mounting device 70 is provided with a monitoring side reception station I2 for receiving a satellite signal from the GPS satellite and a monitoring position detecting means for detecting the current position of the device 70 itself. A relative distance between the vehicle V and the device 70 is judged based on both the detection information data of the device 70 and the vehicle V which are collected by one side (e.g the device 70) in communication between the vehicle V and the device 70, and when the relative distance is deviated from a monitor enabled range allowing the device 70 to monitor the vehicle V, safety operation such as alarm operation and traveling stop is executed.
