PROBLEM TO BE SOLVED: To copy recording picture information in an information recording medium by checking a compression system recorded in an IC card and executing writing in the information recording medium after converting the compression system when the information recording medium is different. SOLUTION: The IC card where picture information is recorded is connected to an IC card bus 32 and MD 41 is connected to and MD drive 30 so as to start copying. Then, a main microcomputer 40 discriminates the compression system of data which is recorded in the IC card 42. When the discriminated data compression system is different from that of picture data to be written in MD 41, the main microcomputer 40 converts the compression system in picture data which is read from the IC card 92. Converted picture data is written in MD 41 by way of the MD drive 30 so that recording picture information is copied in another information recording medium.
