PROBLEM TO BE SOLVED: To keep a high compression without deteriorating video quality by encoding the respective areas of respective images in a video group in accordance with the quantity of output encoding data which is assigned to the areas. SOLUTION: A system is provided with a bit distributor 70 assigning the respective quantities of output encoding data against the more than two complementary areas of the respective images, an automatic quantization equipment 90 encoding the respective areas of the respective images in the video group in accordance with output encoding data quantity which is assigned to the areas and an entropy encoder 100. The bit distributor 70 assigns a target bit rate to a whole image or a image block in accordance with a quantization degree which is obtained against the video activity degree of the present GOG image and the I, B and P images of preceding GOG. The target bit rate is supplied to the automatic quantization equipment 90. In the equipment 90, a proper quantization coefficient to be applied to wavelet-encoded data is generated so as to be applied to the target bit rate. |
