PROBLEM TO BE SOLVED: To accurately measure the open circuit voltage of a battery during charging, and enable charging at the optimum voltage, by measuring the terminal voltage of a battery to be charged during charging, and changing the duty cycle of a pulse width a controller, on the basis of the measured terminal voltage. SOLUTION: The duration of a current pulse Ion (changing current) in relation to a desired duty cycleη, i.e., the pulsating periodτof a current is supplied to a pulse width controller. A pulsed charging current Ich is supplied to a buttery 2. An A/D converter 6 digitizes a measured instantaneous battery voltage Vbatt , and delivers it to a microprocessor 3. It sends a control signal to the A/D converter 6 via a control line 7. Thereby the sampling time point when the voltage Vbatt of the battery 2 is measured can be arbitrarily changed with the A/D converter 6, so that changing is enabled at the optimum voltage.
