PROBLEM TO BE SOLVED: To restrain a situation that spark occurs to the utmost by making the instantaneous change of a contact resistance which is being driven between an electrode part connected to a surface heating element and a feed part as small as possible. SOLUTION: This device is provided with a cylindrical base substance, plural conductive parts 5 and insulating parts 6 alternately arranged on the surface of the end of the base substance in an axial direction, a self heating element type heating roller 10 having plural heating elements conducted to the conductive part 5 and formed on the surface of the base substance, and a feed brush 2 impressing voltage on the roller 10. In such a case, the conductive part 5 and the insulating part 6 are disposed to be inclined in a roller axial direction, and the pitch L of the conductive part 5 in the roller axial direction and the width (i) of the brush 2 in the roller axial direction satisfy the relation of i≈nL ((n) is a natural number).
