ENCODER FOR REAL TIME DYNAMIC IMAGE SIGNAL

PROBLEM TO BE SOLVED: To efficiently detect a motion vector when a dynamic image camera is fixed to a mobile object, etc. SOLUTION: A digital video signal inputted from a video signal input part 1 is converted by a code conversion part 2, decoded by a code decoding part 4 and after then sent to a motion compensation picture memory part 5. On the other hand, a searching primary vector is prepared based on motion information of a camera itself detected by a camera motion detecting part 11 by a searching primary vector preparing part 12 and the motion vector is obtained based on the searching primary vector and the digital video signal by a motion vector detection part 13. The motion compensation picture memory part 5 outputs a predictive video corresponding to the motion vector based on the decoded digital video signal to take difference between with the digital video signal. Then the predictive differential signal is converted by the code conversion part 2 and after then variable-length-coded by a variable length coding part 3 to be outputted from a coded data output part 7.
